Flag Pole Hill, a historic high point in White Rock Lake Park, has been a beloved destination in Dallas for over a century. To guide future improvements, the City of Dallas engaged Dunaway to create a comprehensive master plan that unifies development efforts. Working closely with city staff, elected officials, and the community, our team conducted site analysis, developed program elements, and presented conceptual alternatives leading to a final plan. Key features include an all-abilities playground, roadway and parking upgrades, restoration of WPA/CCC-era structures, prairie conservation and education, and a connected trail system with hike-and-bike routes and nature trails.

Dunaway also designed a 14-foot-wide concrete trail that extends the regional hike-and-bike network. This new segment links Lake Highlands neighborhoods to White Rock Creek, traversing Flag Pole Hill’s grassy slopes, a wooded creek crossing, and the Jules Muchert facility. Enhancements include re-striping high-traffic intersections, a signalized pedestrian crossing, and a bridge, along with realigned parking, a trail loop, rest stops, and picnic stations within the park.
